Abstract
This study aims to identify the viewpoints of school communities, in particular school leaders and teachers of high-and low-performing schools, about the effectiveness of professional development programs implementation and the need to implement professional development programs for teachers, particularly in the local context. To achieve these objectives, the questionnaire was distributed to 34 school leaders and 151 teachers. They were 67 high-performing school communities and 118 lowperforming school communities. Data were analyzed using the Statistical Program Package for the Social Sciences (SPSS) version 16.0, which used descriptive statistical methods such as mean, standard deviation, percent and frequency. The research findings showed that the effectiveness of professional development program implementation in the high-and low-performing schools is high and very satisfactory. The school communities in both types of school needed professional development programs, particularly in the local context. The results were achieved when the mean scores exceeded 3.5. The implication of this research is that education stakeholders realize that teacher competence has to be continuously improved. The policy-makers should support giving to schools to implement professional development programs for teachers. In addition, the school should give teachers opportunities to attend professional development programs to create a culture of professional learning for teachers.
